The County of Summit Developmental Disabilities Board (Summit DD) begins its search for a new Superintendent as its current Superintendent Thomas Armstrong announces his plans to retire later this year. Armstrong has served as the Agency’s Superintendent for almost 13 years.
“Tom has done a tremendous job in leading the Agency to create innovative services for individuals with developmental disabilities and their families in our communities,” said Randy Briggs, Board President. “Under his leadership the Agency has more than doubled the number of people that it has served while improving satisfaction from persons served, parents and guardians, and the public. Tom began his tenure during difficult financial times and has implemented cost efficiencies that will ensure the long-term sustainability of the Agency. In 2011, the community showed its support of Summit DD and the people it serves by passing our operating levy with more than 70 percent of the vote.”
The Board will utilize the services of The Ohio Association of County Boards of Developmental Disabilities (OACBDD) to assist with the search for its new Superintendent. “The Board is committed to remaining focused on its Mission of providing services and supports to eligible individuals during this transition,” Briggs said. “The Board’s priority is to ensure a seamless transition. Tom will continue his service to the Agency until his successor has been selected and, as needed, has had time get acclimated to the position.”
Armstrong’s career spans more than 40 years in the field of developmental disabilities. His previous roles include the Assistant Superintendent of Franklin County Board of Developmental Disabilities from 1984 – 1988 and Superintendent of Columbus Developmental Center from 1992 – 1996, where he was instrumental in transitioning residents from State-operated facilities to community-based residential settings. He joined OACBDD in 1997 as the Assistant Executive Director before becoming the Superintendent of Summit DD in September 2000.

Armstrong received his undergraduate and graduate degrees from the Ohio State University.
