Ohio’s Blue Envelope Program

Ohio’s Blue Envelope Program is a free, voluntary program to help passengers or drivers with developmental disabilities communicate more easily with law enforcement and first responders during traffic stops or emergency situations. Find out how you can participate.

Launched in Ohio in 2025, the program provides a simple way for individuals to share important information that can help emergency personnel understand their needs in emergency situations.

Program Background

The program was originally created by the Connecticut Police Chiefs Association in 2020 and was later introduced in Ohio through the efforts of the Ohio Developmental Disabilities Council, Southern Ohio Council of Governments and the Southern Ohio Advocacy Group.

Today, Summit DD is proud to offer the program to Summit County residents thanks to your support using local funding.

How Does the Program Work?

Ohio’s Blue Envelope Program works as a communication tool to assist drivers with developmental disabilities during interactions with police, firefighters, EMS and other emergency situations. This program is especially helpful for individuals with Autism, anxiety or other conditions that might require accommodations or awareness during a law enforcement interaction.

What’s Included in a Blue Envelope Packet?

Each free packet contains:

  • Blue Envelope. Stores important documents, such as a driver’s license, vehicle registration, and proof of insurance, in one easy-to-find location.
  • Vehicle Decal. Signals to law enforcement and first responders that someone in the vehicle has a disability and and to look for the Blue Envelope with additional information.
  • Wallet Card. Can be carried with you and provides important information that can be shared quickly during an emergency.
  • Program Brochure. Explains how to use the items included in the packet.

How do I get a Free Packet?

To request a free Blue Envelope packet, complete the request form below. Packets can be mailed or picked up at Summit DD offices during regular business hours while supplies last.

*Because this program is funded locally, only Summit County residents are eligible to receive a Blue Envelope packet from Summit DD. Interested individuals outside of Summit County, should contact their County’s Developmental Disabilities Board. Find your county’s DD Board here.

The program is free and participation is completely voluntary.
